I read in the FAQ that compost tea should not be used when there is snow on the ground. Why is that?

Freezing temperatures will kill off the beneficial microorganisms that are in the tea.  This means that much of the benefits of the tea will be reduced.  By all means you can still use it that way, however, just be aware that not all of the microbes will persist.
