Yes they can!  Also, when planting seeds or doing any transplanting, mixing bokashi bran into the seed or seedling hole is extremely beneficial.  It helps get the bokashi microbes into the root zone as the first new roots develop.  This provides a benefit to the plant throughout its life cycle.
