Hi Lydia,
Thanks for the question. Absolutely, you can plant a bush on the top of an old poo composter site. Assuming that the bush is not a fruit bush; we wouldn’t recommend growing food within at least 2m of the fermented pet waste. 
The time you should wait depends on the six of the bush. If you are adding a small plant, then you should wait at least a few weeks before planting. The plant will essentially be buried in the 6″ of fresh soil above the fermenting pet waste. Once the roots grow and reach the pet waste, it will have had chance to time to assimilate into the surrounding soil. If you are planting a larger plant which needs a bigger hole, then we would suggest you wait a couple of months.

I don’t know how to ask a question here- but should you add some saw dust or peat moss to cover the waste and bran?
