After 2 1/2 weeks my pre-compost has the pickle smell but no white mold.  Should I leave it in the bin longer until white mold is seen or is it ready to be placed in the garden soil?

It is ready to be taken to your garden!  As long as its had a minimum of 2 weeks in the bin, the food waste will be ready.  You do not need to see white mold.  The white mold usually appears when air gets into the bin (like if you are using the lid a lot while filling it), so strictly speaking no white mold suggests you have done things perfectly well.
