This time we meticulously followed the directions, even giving the process an extra week, then buried below 12 inches of soil. Rats are digging holes and taking scraps from the buried bokashi. Help!

Those are some very persistent rats! Did you try covering the area with some netting and large stones to weigh it down? This tends to be sufficient to deter inquisitive pests.
